Passage of H.R. 4, which gained unanimous support from House Republicans and 76 Democrats, comes as federal courts continue to challenge the new law, with most recently a U.S. District Court ruling the health care law unconstitutional.  Thompson issued the following statement after final passage:&lt;br /&gt;&lt;br /&gt;“Many of my initial concerns are now becoming a reality as this law has caused great uncertainty for businesses. The 1099 requirement would be death by a 1000 paper cuts for Pennsylvania’s small businesses. Any typical small business in a given year may have hundreds of vendors and be faced with thousands of transactions, and these burdensome regulations hamper job growth and undermine our path to economic recovery. I’ve championed repeal of the 1099 requirement since its enactment, and passage of H.R. 4 is a critical step in providing relief to small businesses in the 5th District and boosting economic recovery, job retention, and creation in Pennsylvania and across the country.”&lt;br /&gt;&lt;br /&gt;An outspoken Member of Congress regarding the importance of the 1099 repeal, Thompson during the 111th Congress co-sponsored H.R. 5141, to repeal the 1099 portion of the health care bill, and also joined with colleagues on the House Small Business Committee in sending a letter  to Douglas Shulman, Commissioner of the IRS, expressing opposition to the mandate. The idea of meeting with the Congressman started in December when a group of students watched the movie &lt;em&gt;Food Inc.&lt;/em&gt; &lt;br /&gt;&lt;br /&gt;The movie is an expose about how the food that Americans consumes is produced and the companies that control the production. The goal of this project is to get students involved in the democratic process and learn how to attempt to change the world in which they live. Immediately after the movie, students were debriefed in small groups and given a chance to discuss what they had just watched. Following the movie, a second meeting was arranged for the students to meet with local farmers and discuss how farmers on a “small scale” produce their commodities. Last week the students met with four local farmers and asked them questions about small-scale food production. Since the students have raised many questions about how the Federal government can impact food production, Congressman Thompson was invited to talk to the group. The Congressman graciously accepted.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The Congressman began by giving the students an overview of his work on the Agricultural Committee in the House of Representatives. He discussed the process involved in learning about farm policy and some of the bigger issues facing the government as it relates to farm policy. The Congressman then took questions from the students. The “Q&amp;A” was a great opportunity for the students to interact with someone that will help shape agricultural policy. Finally, the Congressman encouraged the students to become involved in our great democracy. He offered specific suggestions on how students can (and should) become involved in letting their politicians know their view on different subjects.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Today’s event is part of the “RASD Celebration” that is occurring over the next two weeks. The school district thanks the Congressman for coming to the school to talk with the students. I would also like to thank the adults in the school that have been instrumental in providing this opportunity for our students. Rena Urmann, Mrs. Vargas, Ms. Schaut and Amy Goode have spearheaded this project and have done a wonderful job. Jim Langevin (D-RI) and Rep. Glenn Thompson (R-PA) are the new co-chairs of the Career and Technical Education (CTE) Caucus. The CTE caucus, initiated in 2007 by former Congressmen Phil English (R-PA) and Brian Baird (D-WA), has raised the visibility and value of CTE on Capitol Hill.&lt;br /&gt;&lt;br /&gt;“Reps. Thompson</title><content type='html'>Mike Hricik&lt;br /&gt;Collegian Staff Writer&lt;br /&gt;reprinted with permission&lt;br /&gt;&lt;br /&gt;House Representative Glenn Thompson (R-Pa.) has been around farms for quite some time.&lt;br /&gt;&lt;br /&gt;Alpha Zeta, Penn State’s oldest agricultural fraternity, inducted Thompson Thursday night as an honorary brother for his contributions to agriculture. Present at the celebration were members of fraternity, alumni and College of Agricultural Sciences faculty members.&lt;br /&gt;&lt;br /&gt;Thompson grew up on a dairy farm in Howard Township and has continued his involvement in agriculture by becoming one of its prominent public defenders representing the 17-county fifth district in Congress. He has pledged to improve the agricultural environment, especially for dairy farmers.&lt;br /&gt;&lt;br /&gt;“Everything that we eat, everything that we clothe ourselves with comes from farms,” Thompson said.&lt;br /&gt;&lt;br /&gt;In only his second term as congressman, Thompson acts as chairman of the House Subcommittee on Conservation, Energy and Forestry, part of the House Committee on Agriculture.&lt;br /&gt;&lt;br /&gt;Alpha Zeta is an honorary co-educational, professional society with 28 members in Penn State’s Morrill chapter, said House Manager Orry Pratt.&lt;br /&gt;&lt;br /&gt;After a dinner celebrating Thompson’s induction, the congressman said it was a privilege to become an honorary member of Alpha Zeta with former fraternity brothers, including former U.S. President Dwight Eisenhower.&lt;br /&gt;&lt;br /&gt;“I am truly, truly honored,” he said.&lt;br /&gt;&lt;br /&gt;Dinner was followed by a question-and-answer session with the congressman, with topics ranging from being a Boy Scout to dealing with dirty politicians.&lt;br /&gt;&lt;br /&gt;Pratt (junior-animal sciences) said honoring Thompson was a “no-brainer.”&lt;br /&gt;&lt;br /&gt;“He’s taking the lead in Congress with agricultural industries,” he said.&lt;br /&gt;&lt;br /&gt;Alpha Zeta Chapter Templar Shawn Beam said the chapter’s trustees and executive council voted unanimously to induct Thompson.&lt;br /&gt;&lt;br /&gt;“He’s done so much for the fifth district and we wanted to recognize him for that,” Beam (senior-marketing) said.&lt;br /&gt;&lt;br /&gt;Numerous Alpha Zeta chapter graduates and faculty members from the College of Agricultural Sciences were present at the event, including the college’s dean Bruce McPheron.&lt;br /&gt;&lt;br /&gt;McPheron said he is often on the phone with Thompson discussing agricultural and environmental issues. Res. 72, a resolution directing House committees to inventory and review existing, pending, and proposed regulations and orders from agencies of the Federal Government, with respect to their effect on jobs and economic growth. The resolution passed the full House of Representatives by a vote of 391-28. Thompson issued the following statement upon final passage: &lt;br /&gt;&lt;br /&gt;“The EPA’s onerous regulatory burdens will have devastating economic impacts on the 5th District and rural communities across America. Vowing to put great focus on deficit reduction, Thompson said:&lt;br /&gt;&lt;br /&gt;“The Congress and the Administration under President Barack Obama has over the last three fiscal years borrowed about $3.7 trillion.  That is more than the entire accumulated national deficit for the first 225 years of U.S. history.&lt;br /&gt;&lt;br /&gt;“It means we have a $14.2 trillion national debt.  It went up by $1 trillion just in the last seven months.  The ‘debt’ is the accumulated national deficit.  If you divide that number by the population, each citizen now owes more than $45,000. To continue along those lines is unimaginable. We must look at targeted consolidations, cuts or sunsets to programs in the next two years and make government work better for the American people.”&lt;br /&gt;&lt;br /&gt;Thompson cited his committee assignments as key to many of the major issues during the new Congress.  The issues include jobs, the economy, domestic energy production and agriculture and regulatory mandates.&lt;br /&gt;&lt;br /&gt;“I worked hard during the 110th Congress to attain my new committee assignments. I have added the Natural Resources Committee this year and that committee has jurisdiction over much of our domestic energy production,” said Thompson.  “I remained on the Agriculture Committee and have been named Chairman of the Subcommittee on Conservation, Energy and Forestry.  And, I will continue my work on the Education and Labor Committee.”&lt;br /&gt;&lt;br /&gt;Thompson has voiced concerns that, “The federal government, through the Environmental Protection Agency will make attempts at further regulating carbon emissions, agricultural and waste water runoff into the Chesapeake Watershed, and domestic energy production in the Allegheny National Forest. But most agree that raising taxes in a poor economy is a bad idea and does not lead to job creation.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;If the House and Senate had not acted the week before Christmas, on January 1st, your tax rates would have reverted to the high rates in effect back in 2001. An average middle-income family would have their taxes go up by $1,540. Even the lowest income bracket taxpayers, 88 million Americans, would have received, at minimum, a tax increase of $503. Unfortunately, there are too many people who could not have absorbed such costs.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;In total, taxes would have gone up $3.9 trillion over the next ten years—a job-killing increase. Now, there is a two-year reprieve.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;What was at stake?&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Without the vote:&lt;br /&gt;&lt;br /&gt;    * The death tax would have increased to a rate of 55 percent with a low exemption amount of $1 million. Under the new package the tax will be a flat rate of 35 percent with an exemption of $5 million per person.&lt;br /&gt;    * The Alternative Minimum Tax would have been extended to 15 million taxpayers.&lt;br /&gt;    * The tax rate on capital gains would have risen from 15 percent to 20 percent. The tax rates on dividends would have risen from 15 percent to being taxed as ordinary income.&lt;br /&gt;    * The “1603 Renewable Energy Grants” would have expired. &lt;br /&gt;&lt;br /&gt;The legislation also extended unemployment benefits at their current level for 13 months. Everyone agrees that the jobless need this assistance. But, as I have said before, if it is important enough to do, it is important enough to pay for it. Unfortunately, there was no money in the bill to pay for this extension.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;In addition the payroll tax holiday provides less revenue to the Social Security program. The Democrats insisted on an employee-side payroll tax cut of about two percent. The deduction goes from 6.2 percent to 4.2 percent of income, which for a household making $50,000 (median for PA) a  year, means a savings of $1,000. The project will take place in six counties, including Lycoming. In August 2010, Thompson along with Representatives Carney, Shuster and Senators Casey and Specter wrote the DOT in support of the project.&lt;br /&gt;&lt;br /&gt;The letter stated, “The Authority's railroads provide a transportation alternative for this industry that will result in the removal of an estimated 57,600 trucks by the end of 2011 from the region's and nation's highway system, reducing the impact on our deteriorating roads and bridges, while at the same time decreasing maintenance costs. This reduction in truck traffic will also increase the overall safety for drivers.”&lt;br /&gt;&lt;br /&gt;“I am happy to learn that the DOT has looked favorably upon this project. Marcellus Shale has brought a new dawn of economic prosperity to the region and through partnerships between federal, state, and local agencies the area can be better prepared for this rapid growth” said Thompson.&lt;br /&gt;&lt;br /&gt;Lycoming County Commissioner Jeff Wheeland, upon hearing the news said, “I’m thankful for Mr. Thompson’s continued advocacy on behalf of Marcellus Shale development in Lycoming County. Rob Andrews (D-NJ); Alcee Hastings (D-FL); and Brett Guthrie (R-KY) at the foot of the U.S. Capitol in a bipartisan show of support for the students’ concerns about U.S. Department of Education proposed regulations on “gainful employment”. &lt;br /&gt;&lt;br /&gt;If the “gainful employment” rules go into effect, they will eliminate access to higher education for as many as 400,000 students per year.  These rules apply almost exclusively to the for-profit sector of higher education, while ignoring the same issues concerning student debt found at public and private non-profit institutions. &lt;br /&gt;&lt;br /&gt;One of the requirements for for-profit institutions to participate in the federal student aid program is that they offer a course of study that leads to “gainful employment” in a recognized occupation.  Despite over forty years of existing precedent, the Education Department is considering regulations to define “gainful employment” by establishing an arbitrary 12 percent debt-to-earnings threshold based on student debt for recent graduates of each program offered by the institution.  One way of explaining that is a question posed by the Department:  Are graduates with typical student debt able to repay their loans in ten years without taking 12 percent of the expected earnings in the occupation?&lt;br /&gt;&lt;br /&gt;Once again, these new regulations do not affect public and private not-for-profit universities and colleges.&lt;br /&gt;&lt;br /&gt;“The President has promoted a policy to have 5 million new college graduates by 2020,” said Thompson.  “I commend the President for that goal, however, I have to stop and wonder how we’re going to achieve the mission if the Department of Education is going to put up road blocks—or—decide that you can only attend one type of school over another.”&lt;br /&gt;&lt;br /&gt;“I represent a very rural district in Pennsylvania,” Thompson told the rally.  “Many of my constituents don’t have access to a community college and live a significant distance from universities.  Many proprietary schools have sprung up out of necessity.”&lt;br /&gt;&lt;br /&gt;The effect of these regulations will be that student choice will be limited, because for-profit institutions may not be able to continue offering certain programs, to ensure the proposed debt-earnings-ratio.&lt;br /&gt;&lt;br /&gt;“Many students in Pennsylvania choose these schools because of their convenience.  They realize that career colleges offer course work of all types and work to accommodate the busy schedules that we all have.  They realize that life does not just stop for four years—so you can go to school.  And they realize these institutions will give them the skills they need to enter the work force and earn a decent living,” added Thompson.&lt;br /&gt;&lt;br /&gt;In May, Thompson joined 9 members of the Pennsylvania Congressional Delegation in sending a letter in opposition to Education Secretary Arne Duncan on this issue, requesting that the Department vacate the proposed changes. In August, the Department of Education released a formal proposal. These funds will mean jobs to the Lewistown area. The money comes from the Economic Development Administration's (EDA) Community Trade Adjustment Assistance Program, which is designed to increase competition and create jobs to bolster the local economy. The funds will allow Kardex USA to expand production, hire additional employees and begin exporting its products abroad," said Thompson.&lt;br /&gt;&lt;br /&gt;Kardex USA manufactures machinery for logistics and material retrieving systems. &lt;br /&gt;&lt;br /&gt;Gary Oden, Chairman of the Mifflin County Industrial Development Corporation, said "The Plaza has been a source of employment for years. We appreciate the EDA support that will allow us to continue to improve the Plaza for new and expanding employers."&lt;br /&gt;&lt;br /&gt;Construction on the improvements should begin in the Spring 2011. He said that "my generation is providing yours with a legacy of debt." &lt;br /&gt;&lt;br /&gt;The crowd was largely appreciative of Thompson's presentation, giving him a standing ovation at the end of the question and answer segment. &lt;br /&gt;Will Begley (freshman-business administration) thought Thompson responded well to intuitive questions by the audience and was eloquent.&lt;br /&gt;Michael Stanowski (freshman - engineering) appreciated having a politician come in to speak to students in an intimate setting. U.S. Congressman Glenn ‘GT’ Thompson, R-Howard, led the fight against tolling I-80 and applauded the decision.&lt;br /&gt;&lt;br /&gt;Act 44 (House Bill Number 1828) was signed into law in September 2009 by Governor Rendell. Amongst many other items, Act 44 included the tolling of I-80. “It is clear that the US Secretary of Transportation Ray LaHood followed the letter of the law in making this decision,” said Thompson. “Act 44 never met the criteria set by the federal law.” Federal tax dollars were used to construct I-80. Funds from tolling the Interstate were slated to be used for other roadway and bridge projects. Pennsylvania lawmakers would have essentially been breaking federal law that states fund coulds only be used for I-80 and no other roadway projects.&lt;br /&gt;&lt;br /&gt;“I would be remiss not to thank the grassroots coalitions who have worked tirelessly to fight this recent proposal and put an organized voice to the countless Pennsylvanian’s opposed to the efforts to toll I-80,” Thompson stated.&lt;br /&gt;&lt;br /&gt;A bi-partisan effort, Thompson was also joined by three of his colleagues who represent the I-80 corridor: Representatives Kathy Dahlkemper, D-Erie, Paul Kanjorski, D-Nanticoke and Chris Carney, D-Dimock.&lt;br /&gt;&lt;br /&gt;A victory for Thompson and a victory for the citizens of Pennsylvania’s 5th district. Both previous applications were rejected in a process that has literally taken years to accomplish. U.S. Congressman Glenn 'GT' Thompson opposes the change of I-80 to a toll road, and feels that tolls on existing interstates are a double tax.&lt;br /&gt;&lt;br /&gt;"Act 44 has been a dice roll from the beginning. The Governor knew this, the Legislature knew this, and the Turnpike Commission knew this. All were complacent, as they sat back and allowed the Turnpike to borrow and spend almost $2 billion since July 2007, without any guarantee of repayment.&lt;br /&gt;&lt;br /&gt;"After an initial review of the financial analysis, it expressly states that 1-80 traffic patterns have uncertainty to them once tolls are placed on the Interstate. Any diversion, which is not addressed in this application, will have an effect on revenues and will jeopardize future highway and bridge funding," said Thompson.&lt;br /&gt;&lt;br /&gt;Act 44 actually doubles the scope and size of the Pennsylvania Turnpike Commission. Thompson notes "This is the same Turnpike Commission that has been the backdrop for several scandals and a slew of indictments. Act 44 is a cover-up of years of mismanagement of taxpayer funds and the perpetuation of an antiquated and corrupt Turnpike Commission.&lt;br /&gt;&lt;br /&gt;"This is not fair to the taxpayers in Pennsylvania - not just along the I-80 corridor, but in the Commonwealth as a whole," said Thompson. "This is about good government, not politics as usual in Harrisburg, the taxpayers in Pennsylvania deserve better. I have been in close contact with the Federal Highway Administration and plan to meet with them to voice my opposition. I look forward to working with my colleagues here in the House, who recognize the multiple flaws in this plan and remain committed to keeping I-80 toll free."&lt;br /&gt;&lt;br /&gt;Pennsylvania has the highest state imposed diesel fuel tax nationally at 38 cents per gallon and the second highest state imposed gasoline tax at 31 cents per gallon. NanoBlox estimates this will create 10 new jobs.&lt;br /&gt;&lt;br /&gt;Current sources of the nanodiamond material are available in China and Russia. “These funds will allow the United States to continue to be an independent producer of the nanodiamond material. We cannot be dependent upon the goodwill of other nations when it comes to materials for military applications; the military will be well served by creating a domestic source of this strategic and tactical material”, said Thompson.&lt;br /&gt;&lt;br /&gt;Nanodiamond is a diamond material that originates from a detonation. “NanoBlox of Clarion will be a great addition to the local economy and will help attract other technology related businesses to the County,” Commissioner Donna Hartle said.&lt;br /&gt;&lt;br /&gt;Another city in the 5th Congressional District to benefit from the passing of HR 3326 is &lt;span style="font-weight:bold;"&gt;Bellefonte.&lt;/span&gt; Thompson announced that $500,000 in Research, Test, Development and Evaluation funds for &lt;span style="font-weight:bold;"&gt;Piezo Resonance Innovations, Inc.&lt;/span&gt; (PRII), to further develop a battlefield ready feeding tube cleaning device.&lt;br /&gt;&lt;br /&gt;Currently, PRII is using a National Science Foundation Grant. “These funds will allow further development of a practical application to help save the lives of our injured soldiers”, said Thompson, a former rehabilitation therapist.&lt;br /&gt;&lt;br /&gt;PRII will work in conjunction with Penn State School of Nursing Experts and the US Army Medical Department (AMEDD).&lt;br /&gt;&lt;br /&gt;“The US Military will be well served with the development of this device and I am glad a local firm will be on the forefront of this cutting-edge technology. I applaud the team at Piezo Resonance Innovations for their dedication to advancing medicine and as a father of a wounded soldier, I know these funds will be put to good use” said Thompson.&lt;br /&gt;&lt;br /&gt;This technology is important to our military because injured soldiers are started on feeding tubes to keep nutrients in the body. In field units, tube clogging is a problem, and during air transport, changes in air pressure create additional strains on the injured soldier.&lt;br /&gt;&lt;br /&gt;A feeding tube cleaner will decrease medical issues including infection, punctured lungs and possibly death.&lt;br /&gt;&lt;br /&gt;Additionally, H.R. 3326 includes $2 million for &lt;span style="font-weight:bold;"&gt;KCF Technologies of State College&lt;/span&gt; to further develop and commercialize self-powered prosthetic limb technology.&lt;br /&gt;&lt;br /&gt;The invention of computer controlled knee joints has dramatically improved lower limb prosthetic technology. A major downfall of these prostheses is the limited battery life. This funding will allow KCF to develop an energy harvesting device that will automatically recharge the batteries during normal walking and running activity.&lt;br /&gt;&lt;br /&gt;Production will take place at KCF Technologies and will be directed by the Army. Penn State’s Biomechanics Laboratory, along with Otto Bock, a world leader in prosthetic technologies, are also partnering in this effort.&lt;br /&gt;&lt;br /&gt;“These are the types of partnerships that can spur great economic development. If liberal leaders insist on producing 900 page bills in secret and give us less than a day to read it before we have to vote, I will vote NO every time.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;br /&gt;&lt;span style=";font-family:&amp;quot;;" &gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;The so-called Cap and Trade legislation is a good example of this drive-through legislative process. In the middle of the night, liberal leaders presented Congress with an enormous bill we had no time to read in full, but even a cursory skim showed they were advocating massive tax increases that would raise energy prices by as much as 30 percent on families and small businesses. Their plan would have cost Pennsylvanians as many as 66,000 jobs when we already are in the worst recession in a generation.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;br /&gt;&lt;span style=";font-family:&amp;quot;;" &gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;I’ve done more than oppose Cap and Trade; I’ve offered a solution – an “all of the above” energy plan I introduced with colleagues in June. This plan gives incentives for renewable and alternative energy sources and builds 100 new nuclear reactors in the next twenty years. It encourages exploration and development of offshore oil and natural gas resources and puts some of the federal revenues from those resources to help develop and use new, clean energy technologies.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;The current situation cannot stand – we need a comprehensive energy solution, and one that protects jobs while lowering the prices of gasoline, home heating oil, and natural gas for families, farmers, and small businesses.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;br /&gt;&lt;span style=";font-family:&amp;quot;;" &gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;An even bigger issue is one I am very familiar with – health care reform. As a recreational and physical therapist for 28 years, I am well-acquainted with the challenges our families and health care providers face and am committed to finding a solution where everybody wins.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;br /&gt;&lt;span style=";font-family:&amp;quot;;" &gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;Currently, elite liberal leaders have presented a plan that creates a government-run health care system that could lead to tens of millions of Americans losing their coverage, rations care (especially for senior citizens), taxes individuals and small businesses at a punitive rate, and will add hundreds of billions of dollars to our enormous national debt.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;br /&gt;&lt;span style=";font-family:&amp;quot;;" &gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;The liberal plan does not meet the criteria I have set for health-care reform including better access, better quality, patient-centered care, and choice. I will vote against it in September.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;I support a plan that increases access to insurance and health care for small businesses and families, implements comprehensive medical liability reform, provides government with additional authority and resources to stop waste and abuse (when they are not causing it), reduces the number of uninsured Americans by at least ten million, and most important, expands choice and quality of care.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;br /&gt;&lt;span style=";font-family:&amp;quot;;" &gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;" &gt;Even though I am only in my first year in Congress, I believe my efforts have had the effect of changing the debate on these two issues. Third-parties will be able to provide high quality tele-distance training through a competitive grants process that would be administered by the Small Business Administration.&lt;br /&gt;&lt;br /&gt;Thompson explained that a void was created when Gov. Rendell stopped funding in the state budget for the Community Education Councils.&lt;br /&gt;&lt;br /&gt;“As a freshman in Congress, it is gratifying to have my bill included in a larger bill and to see it passed on the floor of the House”, stated Thompson. Forty-four democrats also opposed the bill.&lt;br /&gt;&lt;br /&gt;Thompson has campaigned against this bill, stating “This bill may be the largest tax increase in American history and it disproportionately punishes rural America and the poor who will not be able to afford the jump in gasoline prices, fuel oil, natural gas and all the items made from those products. Fertilizer, for example, is produced using natural gas. Thompson and many other Republicans are working on crafting solutions to lower energy costs for American families and small businesses.&lt;br /&gt;&lt;br /&gt;“The truth behind the cap and tax plan is that it will lead to more taxes, fewer jobs, and more government intrusion. It won’t just raise the price of gas at the pumps and increase our home heating and cooling bills – but it will increase the cost of every product and service on which we rely,” stated Thompson.&lt;br /&gt;&lt;br /&gt;“In this country, the President’s energy plan is a $646 billion tax that will hit almost every American family, small business and family farm.
