Thompson Votes to Halt 1099 Small Business Reporting Requirement

Washington, D.C. – U.S. Representative Glenn ‘GT’ Thompson, R-Howard an original cosponsor of H.R. 4, a measure repealing the authority of the Internal Revenue Service (IRS) to require that businesses report every expense they incur over $600, voted in favor of the bill earlier today. Passage of H.R. 4, which gained unanimous support from House Republicans and 76 Democrats, comes as federal courts continue to challenge the new law, with most recently a U.S. District Court ruling the health care law unconstitutional. Thompson issued the following statement after final passage:

“Many of my initial concerns are now becoming a reality as this law has caused great uncertainty for businesses. The 1099 requirement would be death by a 1000 paper cuts for Pennsylvania’s small businesses. Any typical small business in a given year may have hundreds of vendors and be faced with thousands of transactions, and these burdensome regulations hamper job growth and undermine our path to economic recovery. I’ve championed repeal of the 1099 requirement since its enactment, and passage of H.R. 4 is a critical step in providing relief to small businesses in the 5th District and boosting economic recovery, job retention, and creation in Pennsylvania and across the country.”

An outspoken Member of Congress regarding the importance of the 1099 repeal, Thompson during the 111th Congress co-sponsored H.R. 5141, to repeal the 1099 portion of the health care bill, and also joined with colleagues on the House Small Business Committee in sending a letter to Douglas Shulman, Commissioner of the IRS, expressing opposition to the mandate. As a member of House Education & Workforce Committee, a key committee of jurisdiction regarding federal health care policy, and Co-Chairman of the Congressional Health Care Caucus, Thompson continues to work in the House to advance commonsense health care reforms that reduce cost, promote choice, and improve the quality of health care delivery to more Americans.

A Visit from Congressman Thompson

Today a group of students from the high school met with Congressman Thompson and discussed agriculture policy with him. The idea of meeting with the Congressman started in December when a group of students watched the movie Food Inc.

The movie is an expose about how the food that Americans consumes is produced and the companies that control the production. The goal of this project is to get students involved in the democratic process and learn how to attempt to change the world in which they live. Immediately after the movie, students were debriefed in small groups and given a chance to discuss what they had just watched. Following the movie, a second meeting was arranged for the students to meet with local farmers and discuss how farmers on a “small scale” produce their commodities. Last week the students met with four local farmers and asked them questions about small-scale food production. Since the students have raised many questions about how the Federal government can impact food production, Congressman Thompson was invited to talk to the group. The Congressman graciously accepted.

The Congressman began by giving the students an overview of his work on the Agricultural Committee in the House of Representatives. He discussed the process involved in learning about farm policy and some of the bigger issues facing the government as it relates to farm policy. The Congressman then took questions from the students. The “Q&A” was a great opportunity for the students to interact with someone that will help shape agricultural policy. Finally, the Congressman encouraged the students to become involved in our great democracy. He offered specific suggestions on how students can (and should) become involved in letting their politicians know their view on different subjects.

Today’s event is part of the “RASD Celebration” that is occurring over the next two weeks. The school district thanks the Congressman for coming to the school to talk with the students. I would also like to thank the adults in the school that have been instrumental in providing this opportunity for our students. Rena Urmann, Mrs. Vargas, Ms. Schaut and Amy Goode have spearheaded this project and have done a wonderful job. Great job!

ALEXANDRIA, VA -- The Association for Career and Technical Education (ACTE) announced today that Rep. Jim Langevin (D-RI) and Rep. Glenn Thompson (R-PA) are the new co-chairs of the Career and Technical Education (CTE) Caucus. The CTE caucus, initiated in 2007 by former Congressmen Phil English (R-PA) and Brian Baird (D-WA), has raised the visibility and value of CTE on Capitol Hill.

“Reps. Langevin and Thompson understand the critical role CTE plays in educating and training our future workforce and keeping America’s economy moving in the right direction,” said ACTE Executive Director Jan Bray. “They know that without CTE, business and industry cannot maintain or increase its competitiveness. We are honored to have them co-chair the caucus, and they have the opportunity to educate Congress and their communities about the impact of CTE.”

The CTE Caucus will continue to focus its agenda on job creation and training. Along with recruiting new members to the caucus, Reps. Langevin and Thompson are working to recognize CTE Month in February and participate in other CTE Month events.

Congressman Thompson received the Committee for Education Funding 2009 New Member award. He wrote an opinion editorial asking for an increased investment in CTE and it was published in The Hill.

Fraternity Honors Rep. Thompson

House Representative Glenn Thompson (R-Pa.) has been around farms for quite some time.

Alpha Zeta, Penn State’s oldest agricultural fraternity, inducted Thompson Thursday night as an honorary brother for his contributions to agriculture. Present at the celebration were members of fraternity, alumni and College of Agricultural Sciences faculty members.

Thompson grew up on a dairy farm in Howard Township and has continued his involvement in agriculture by becoming one of its prominent public defenders representing the 17-county fifth district in Congress. He has pledged to improve the agricultural environment, especially for dairy farmers.

“Everything that we eat, everything that we clothe ourselves with comes from farms,” Thompson said.

In only his second term as congressman, Thompson acts as chairman of the House Subcommittee on Conservation, Energy and Forestry, part of the House Committee on Agriculture.

Alpha Zeta is an honorary co-educational, professional society with 28 members in Penn State’s Morrill chapter, said House Manager Orry Pratt.

After a dinner celebrating Thompson’s induction, the congressman said it was a privilege to become an honorary member of Alpha Zeta with former fraternity brothers, including former U.S. President Dwight Eisenhower.

“I am truly, truly honored,” he said.

Dinner was followed by a question-and-answer session with the congressman, with topics ranging from being a Boy Scout to dealing with dirty politicians.

Pratt (junior-animal sciences) said honoring Thompson was a “no-brainer.”

“He’s taking the lead in Congress with agricultural industries,” he said.

Alpha Zeta Chapter Templar Shawn Beam said the chapter’s trustees and executive council voted unanimously to induct Thompson.

“He’s done so much for the fifth district and we wanted to recognize him for that,” Beam (senior-marketing) said.

Numerous Alpha Zeta chapter graduates and faculty members from the College of Agricultural Sciences were present at the event, including the college’s dean Bruce McPheron.

McPheron said he is often on the phone with Thompson discussing agricultural and environmental issues. He said he admires the work Thompson’s accomplished as a congressman in only his second term.

“The representative has always really been interested in agriculture,” McPheron “This is a great opportunity to honor his contributions to the field."

Thompson Votes To Support Review Of Burdensome Federal Regulations, Condemns Impact Of EPA On Rural Farms

Washington, D.C. – U.S. Representative Glenn ‘GT’ Thompson today voted in support of H. Res. 72, a resolution directing House committees to inventory and review existing, pending, and proposed regulations and orders from agencies of the Federal Government, with respect to their effect on jobs and economic growth. The resolution passed the full House of Representatives by a vote of 391-28. Thompson issued the following statement upon final passage:

“The EPA’s onerous regulatory burdens will have devastating economic impacts on the 5th District and rural communities across America. Small towns, rural farms and ranches will be forced to meet arbitrary requirements and be punished for the federal government’s unwillingness to recognize the environmental gains from voluntary conservation practices at the state and local levels. We must build on the practices and knowledge of local communities to strengthen American agriculture, and passage of H. Res. 72 is a positive step towards removing the cloud of uncertainty this Administration’s burdensome regulatory requirements have cast over rural America.”

As Chairman of the Agriculture Subcommittee on Conservation, Energy & Forestry, during today’s debate Thompson spoke on behalf of the House Agriculture Committee regarding federal regulations under the Environment Protection Agency (EPA) and the economic impact on the agriculture industry and rural economies.

Congressman Thompson Sworn in to 112th Congress; Will Focus on Deficit Reduction and Economic Growth

Washington, D.C.—U.S. Representative Glenn ‘GT’ Thompson, R-Howard, took the oath of office as a Member of the 112th Congress. Vowing to put great focus on deficit reduction, Thompson said:

“The Congress and the Administration under President Barack Obama has over the last three fiscal years borrowed about $3.7 trillion. That is more than the entire accumulated national deficit for the first 225 years of U.S. history.

“It means we have a $14.2 trillion national debt. It went up by $1 trillion just in the last seven months. The ‘debt’ is the accumulated national deficit. If you divide that number by the population, each citizen now owes more than $45,000. To continue along those lines is unimaginable. We must look at targeted consolidations, cuts or sunsets to programs in the next two years and make government work better for the American people.”

Thompson cited his committee assignments as key to many of the major issues during the new Congress. The issues include jobs, the economy, domestic energy production and agriculture and regulatory mandates.

“I worked hard during the 110th Congress to attain my new committee assignments. I have added the Natural Resources Committee this year and that committee has jurisdiction over much of our domestic energy production,” said Thompson. “I remained on the Agriculture Committee and have been named Chairman of the Subcommittee on Conservation, Energy and Forestry. And, I will continue my work on the Education and Labor Committee.”

Thompson has voiced concerns that, “The federal government, through the Environmental Protection Agency will make attempts at further regulating carbon emissions, agricultural and waste water runoff into the Chesapeake Watershed, and domestic energy production in the Allegheny National Forest. These mandates will have grave consequences for our local economies and local governments. My job will be to advocate for our local interests and ensure the federal government does not overreach, as it so often does.”

After the initial swearing-in of the new Congress, a vote took place on the election of the Speaker of the House. Thompson’s vote was number 218, which, coincidentally, was the vote that gave John Boehner, R-Ohio, the number of votes needed to become the new Speaker. The final tally for Boehner was 241 Republican votes.

Thompson Votes to Prevent Largest Tax Increase in History, Extends Tax Relief to All Americans

Economists differ on how to stimulate the economy and move the country back into job-creating prosperity. But most agree that raising taxes in a poor economy is a bad idea and does not lead to job creation.

If the House and Senate had not acted the week before Christmas, on January 1st, your tax rates would have reverted to the high rates in effect back in 2001. An average middle-income family would have their taxes go up by $1,540. Even the lowest income bracket taxpayers, 88 million Americans, would have received, at minimum, a tax increase of $503. Unfortunately, there are too many people who could not have absorbed such costs.

In total, taxes would have gone up $3.9 trillion over the next ten years—a job-killing increase. Now, there is a two-year reprieve.

What was at stake?

Without the vote:

* The death tax would have increased to a rate of 55 percent with a low exemption amount of $1 million. Under the new package the tax will be a flat rate of 35 percent with an exemption of $5 million per person.
* The Alternative Minimum Tax would have been extended to 15 million taxpayers.
* The tax rate on capital gains would have risen from 15 percent to 20 percent. The tax rates on dividends would have risen from 15 percent to being taxed as ordinary income.
* The “1603 Renewable Energy Grants” would have expired.

The legislation also extended unemployment benefits at their current level for 13 months. Everyone agrees that the jobless need this assistance. But, as I have said before, if it is important enough to do, it is important enough to pay for it. Unfortunately, there was no money in the bill to pay for this extension.

In addition the payroll tax holiday provides less revenue to the Social Security program. The Democrats insisted on an employee-side payroll tax cut of about two percent. The deduction goes from 6.2 percent to 4.2 percent of income, which for a household making $50,000 (median for PA) a year, means a savings of $1,000. That equals about $112 billion next year that will not be going into the Social Security program.

Although I objected to both of these provisions, I supported the entire package with the knowledge that the Senate and the Presidency are still controlled by the Democrats.

Thompson Named Chairman of House Agriculture Subcommittee on Conservation, Energy & Forestry

Washington, D.C.—U.S. Representative Glenn ‘GT’ Thompson learned from House Agriculture Committee Chairman-Elect Frank Lucas that he will lead the Agriculture Subcommittee on Conservation, Energy & Forestry for the upcoming 112th Congress, beginning January 5th, 2011.

Last week, Thompson was made aware, that in total he will have three committee assignments for the 112th Congress. He had retained seats on the House Agriculture and the House Education & Labor Committees, in addition to a new appointment on the House Natural Resources Committee.

In response to the news that he was named Chairman for the Subcommittee on Conservation, Energy & Forestry, Thompson said, “I am honored that Chairman Lucas and my colleagues on the House Agriculture Committee have recognized my commitment to our nation’s farmers and agricultural sector. This appointment will be great for the people of the 5th District and Pennsylvania, as I will have more input toward the issues affecting our lives on a daily basis – from the Commonwealth’s family farms to Marcellus Shale, to the Allegheny National Forest and Chesapeake Bay Watershed.”

The jurisdiction of the Conservation, Energy & Forestry Subcommittee will include soil, water, and resource conservation; the small watershed program; energy and bio-based energy production; rural electrification; and forestry in general.

An announcement earlier today from Agriculture Committee Chairman-Elect Frank Lucas of Oklahoma stated:

“Our Subcommittee Chairmen have demonstrated a commitment to ensuring the success of American agriculture and rural economies. They are ready to join me in addressing the challenges that farmers, ranchers, and small businesses face across rural America. The next year will be an exercise in educating our freshmen members on both sides of the aisle, providing oversight of the administration, and building a strong working relationship as we prepare to reauthorize the farm bill in 2012.”

Thompson announces $10 million grant for SEDA-COG Joint Rail Authority

Titusville, PA – Congressman Glenn ‘GT’ Thompson (R-Howard) announced that he had received a call from the U.S. Department of Transportation (DOT) informing him that the Susquehanna Economic Development Association Council of Governments (SEDA-COG) Joint Rail Authority has been awarded $10 million from the DOT, through a competitive TIGER II grant.

The funding will be used to provide critical infrastructure improvements throughout the region on rail and highway corridors in order to assist with the expanded capacity needs presented by the Marcellus Shale economic boom. The project will take place in six counties, including Lycoming. In August 2010, Thompson along with Representatives Carney, Shuster and Senators Casey and Specter wrote the DOT in support of the project.

The letter stated, “The Authority's railroads provide a transportation alternative for this industry that will result in the removal of an estimated 57,600 trucks by the end of 2011 from the region's and nation's highway system, reducing the impact on our deteriorating roads and bridges, while at the same time decreasing maintenance costs. This reduction in truck traffic will also increase the overall safety for drivers.”

“I am happy to learn that the DOT has looked favorably upon this project. Marcellus Shale has brought a new dawn of economic prosperity to the region and through partnerships between federal, state, and local agencies the area can be better prepared for this rapid growth” said Thompson.

Lycoming County Commissioner Jeff Wheeland, upon hearing the news said, “I’m thankful for Mr. Thompson’s continued advocacy on behalf of Marcellus Shale development in Lycoming County. Mr. Thompson truly understands what this project means to job creation in the region.”

The Authority has experienced significant growth in the utilization of its railroads, which is directly attributed to the burgeoning Marcellus Shale industry. To meet this demand, the Authority proposed, through its TIGER ll grant application, to add 9.9 miles of new track for five of the Authority's short-line railroads. The project also includes construction of a new two-lane road that will provide direct access from Interstate 1-80 to the Williamsport Regional Airport and be collocated on one of the Authority's new rail bridges.

Thompson Announces U.S. EPA Grant to the Galeton, Austin, Coudersport, Northern Potter and Oswayo Valley School Districts

Washington, D.C.—U.S Representative Glenn ‘GT’ Thompson, R-Howard, today announced the U.S. Environmental Protection Agency (EPA) has awarded a $119,525 Environmental Education grant to the Galeton (lead organization), Austin, Coudersport, Northern Potter and Oswayo Valley School Districts, with their regional and commonwealth partners.

Thompson said “I was particularly pleased to learn that of 336 applications submitted to EPA, 34 requests were funded and that, of all submissions, the grant submitted by the Potter County consortium was ranked number one, throughout the country.”

According to David Wishard, Superintendent of the Galeton School District, the goal of this program is to “Improve 7th-12th grade students’ awareness of threats to the environment and natural habitats; enhance students’ knowledge and application of math, science and technology (MST) content as it relates to environmental concerns; and prepare district students to become environmental stewards as they monitor the water quality of rivers (Allegheny, Genesee and Susquehanna Rivers), streams, creeks and local aquifers in Potter County to determine the environmental impacts attendant with natural gas extraction from Marcellus Shale and other activities in the region.”

Thompson said, “Collectively, the five partner districts serve the entirety of Potter County, characterized by its more than one million acres of wilderness and more than 800 miles of streams. Communities must be knowledgeable about the quality of the local water sources that are critical to the habitat health of the area. Students will have a chance to do objective, scientific studies about the Marcellus and how the Pennsylvania Department of Environmental Protection seriously is monitoring the environment related to gas extraction, and making sure companies are vigilant.”

Wishard and Superintendents Matthew Hutcheson (Austin), Alanna Huck (Coudersport), Scott Graham (Northern Potter) and Charles Wicker (Oswayo Valley) stated that: “EPA funding will make possible the integration of the Project WET curriculum and the Healthy Water, Healthy People (HWHP) water quality program into standards-based math, science and technology (MST) instruction to establish a formal environmental education curriculum that will improve the academic achievement of ±1200, 7th-12th grade students. Project WET will enable students to understand: the physical/chemical properties of water; the hydrologic cycle; the role of water in Earth systems; the cultural/social significance of water; the common methods of water/non-point pollution management; and the importance of environmental stewardship. Used in conjunction with Project WET curriculum, HWHP lessons will enable district educators to use nearby water bodies as living learning laboratories for understanding water quality issues. The proposed project also calls for participation of 35 district MST teachers will participate in 80 hours of professional development that will enhance their environmental education teaching skills and improve their content knowledge of water resource issues.”

Wishard also noted that: “At present, there are no environmental education classes in the districts nor is environmental education integrated into the districts’ PA standards based curriculum. On our own, our districts do not have the means to provide environmental education programs for our students and communities so we are most grateful for the EPA funding that will make possible this needed environmental education initiative.”

Thompson Rallies with Students for Education Rights

Washington, D.C.—U.S. Representative Glenn ‘GT’ Thompson, R-Howard, today told a rally of a thousand students that, “You have every right to determine your own educational needs; you have every right to determine your future career path; and, you have every right to make your own destiny.”

Thompson joined his colleagues Reps. Rob Andrews (D-NJ); Alcee Hastings (D-FL); and Brett Guthrie (R-KY) at the foot of the U.S. Capitol in a bipartisan show of support for the students’ concerns about U.S. Department of Education proposed regulations on “gainful employment”.

If the “gainful employment” rules go into effect, they will eliminate access to higher education for as many as 400,000 students per year. These rules apply almost exclusively to the for-profit sector of higher education, while ignoring the same issues concerning student debt found at public and private non-profit institutions.

One of the requirements for for-profit institutions to participate in the federal student aid program is that they offer a course of study that leads to “gainful employment” in a recognized occupation. Despite over forty years of existing precedent, the Education Department is considering regulations to define “gainful employment” by establishing an arbitrary 12 percent debt-to-earnings threshold based on student debt for recent graduates of each program offered by the institution. One way of explaining that is a question posed by the Department: Are graduates with typical student debt able to repay their loans in ten years without taking 12 percent of the expected earnings in the occupation?

Once again, these new regulations do not affect public and private not-for-profit universities and colleges.

“The President has promoted a policy to have 5 million new college graduates by 2020,” said Thompson. “I commend the President for that goal, however, I have to stop and wonder how we’re going to achieve the mission if the Department of Education is going to put up road blocks—or—decide that you can only attend one type of school over another.”

“I represent a very rural district in Pennsylvania,” Thompson told the rally. “Many of my constituents don’t have access to a community college and live a significant distance from universities. Many proprietary schools have sprung up out of necessity.”

The effect of these regulations will be that student choice will be limited, because for-profit institutions may not be able to continue offering certain programs, to ensure the proposed debt-earnings-ratio.

“Many students in Pennsylvania choose these schools because of their convenience. They realize that career colleges offer course work of all types and work to accommodate the busy schedules that we all have. They realize that life does not just stop for four years—so you can go to school. And they realize these institutions will give them the skills they need to enter the work force and earn a decent living,” added Thompson.

In May, Thompson joined 9 members of the Pennsylvania Congressional Delegation in sending a letter in opposition to Education Secretary Arne Duncan on this issue, requesting that the Department vacate the proposed changes. In August, the Department of Education released a formal proposal. Since, Thompson has joined with several of his colleagues on the House Education & Labor Committee in submitting formal comments in opposition to the rules as proposed.

This week, the Department of Education, due to extensive public comment, has decided to move the scheduled publication date of the rules from November 1, 2010, to July 1, 2011.

Mifflin County Industrial Development Authority to Receive Grant

The U.S. Department of Commerce has awarded a $457,500 grant to the Mifflin County Industrial Development Authority (MCIDA) which will translate into 50 new jobs at Kardex USA, announced U.S. Representative 'GT' Thompson.

"Kardex USA is an existing tenant in the Plaza. These funds will mean jobs to the Lewistown area. The money comes from the Economic Development Administration's (EDA) Community Trade Adjustment Assistance Program, which is designed to increase competition and create jobs to bolster the local economy. The funds will allow Kardex USA to expand production, hire additional employees and begin exporting its products abroad," said Thompson.

Kardex USA manufactures machinery for logistics and material retrieving systems.

Washington, D.C.—U.S. Representative Glenn ‘GT’ Thompson, R-Howard, today sent a letter to President Barack Obama with 17 additional bipartisan signatures to ask that Joe Paterno be awarded the Presidential Medal of Freedom.

“The Medal of Freedom has always stood for those who make a contribution to making our nation a better place to live,” said Thompson. “I believe Joe Paterno represents an ideal of what student and college athletics should be.”

“Rarely has the award been made to someone who has personified sportsmanship on the field of play and academic achievement in the classroom,” Thompson wrote in the letter. “It is our hope, that this year the Medal of Freedom does just that by honoring Joe Paterno for his contribution to the coaching of football, his commitment to the academic integrity of the young men under his charge, and his deep dedication to education in general.”

The letter was signed by 16 other Representatives from Pennsylvania and one from Virginia, Rep. Frank Wolf, who wanted his signature to reflect that he is a Penn State Alumni, “Class of 1961”.

Thompson listed Paterno’s many accomplishments in the letter. “He has amassed nearly 400 wins, more than any other coach in Division I history. His program has never been on probation. There has never been an accusation of corrupt recruiting and, in what is depressingly rare, his players stay in school and graduate.”

The letter also mentions Paterno’s strong support of the Pennsylvania Special Olympics and his fundraising and donations to libraries and need-based scholarships for Pennsylvanians.

It concludes: “As Joe Paterno prepares for his 45th year as head coach of the Penn State Nittany Lions, we as Members of the Pennyslvania Congressional delegation are nominating him for the Presidential Medal of Freedom and ask that you give serious consideration to awarding it to him.”

Congressman talks security

A group of approximately 40 students and community members heard firsthand about the threats presently plaguing America and those still looming on the horizon, from Congressman Glenn Thompson on Monday night.

The congressman, who represents 17 counties including Centre County, spoke for 90 minutes and answered audience questions about national security threats the United States face in the wake of the September 11th terrorist attacks.
Thompson (R-Pennsylvania) described himself early when he said, "I commit myself to being dedicated to making the U.S. the safest, most prosperous nation in the world."
He specifically mentioned five threats: food security, the national debt, border control, energy dependency and terrorism.

On the subject of terrorism, Thompson detailed the shift in danger from foreign attackers to domestic ones, quoting fellow congressman Peter King (R-New York) that, "more threats are currently from people living [in the United States] than overseas."

Thompson also addressed economic issues, including the growing national deficit. He said that "my generation is providing yours with a legacy of debt."

The crowd was largely appreciative of Thompson's presentation, giving him a standing ovation at the end of the question and answer segment.
Will Begley (freshman-business administration) thought Thompson responded well to intuitive questions by the audience and was eloquent.
Michael Stanowski (freshman - engineering) appreciated having a politician come in to speak to students in an intimate setting. "This is stuff we're gonna have to learn about someday," he said.
Sean Carr (freshman-liberal arts) agreed, and thought more discussions like Thompson's would help young people become active in politics.
"The fact is there's a big difference between seeing someone on TV and actually being able to see them in person," Carr said.

The Young Americans for Freedom club sponsored the discussion.

Thompson Gets Big Win in Decision to Reject Tolling I-80

Washington, D.C. – A final decision by the Federal Highway Administration (FHWA) rejected the PA Turnpike Commission’s third application to toll Interstate 80. U.S. Congressman Glenn ‘GT’ Thompson, R-Howard, led the fight against tolling I-80 and applauded the decision.

Act 44 (House Bill Number 1828) was signed into law in September 2009 by Governor Rendell. Amongst many other items, Act 44 included the tolling of I-80. “It is clear that the US Secretary of Transportation Ray LaHood followed the letter of the law in making this decision,” said Thompson. “Act 44 never met the criteria set by the federal law.” Federal tax dollars were used to construct I-80. Funds from tolling the Interstate were slated to be used for other roadway and bridge projects. Pennsylvania lawmakers would have essentially been breaking federal law that states fund coulds only be used for I-80 and no other roadway projects.

“I would be remiss not to thank the grassroots coalitions who have worked tirelessly to fight this recent proposal and put an organized voice to the countless Pennsylvanian’s opposed to the efforts to toll I-80,” Thompson stated.

A bi-partisan effort, Thompson was also joined by three of his colleagues who represent the I-80 corridor: Representatives Kathy Dahlkemper, D-Erie, Paul Kanjorski, D-Nanticoke and Chris Carney, D-Dimock.

A victory for Thompson and a victory for the citizens of Pennsylvania’s 5th district. Thompson stated “A victory, yes, but the battle is far from over. Thanks to Act 44 the Turnpike Commission is up to its eyeballs in debt because of the borrowing done based on the premise that I-80 would be tolled. In light of this announcement, I call on our legislative leaders in Harrisburg and all members of the Pennsylvania Congressional delegation – including those seven who sit on the U.S. House Transportation and Infrastructure Committee, to come together to find viable and sustainable solutions to our highway and transit funding. The future of Pennsylvania’s transportation system depends upon it and the taxpayers deserve as much.”

Wellsboro Man Named Vice Chair of Agriculture Dairy Advisory Commission

Washington, D.C. - Congressman 'GT' Thompson wants to help dairy farmers. To that end, he nominated Erick Coolidge of Wellsboro to the newly created Dairy Advisory Commission which is a part of the US Department of Agriculture. In January 2010, Coolidge won the position.

Coolidge is a fourth generation dairy farmer with nearly 45 years of experience and serves as Tioga County Commissioner.

The newly created commission will address issues in the milk pricing system, dairy farmer profitability and will provide suggestions to Secretary of Agriculture Tom Vilsack.

Coolidge looks upon this position as a priviledge and hopes to make positive changes quickly.

Tolling I-80 - Thompson's Reaction

Washington, D.C. - The Pennsylvania Turnpike Commission and the Rendell Administration submitted a third application to the Federal Highway Administration (FHWA) for tolling authority of Interstate 80. Both previous applications were rejected in a process that has literally taken years to accomplish. U.S. Congressman Glenn 'GT' Thompson opposes the change of I-80 to a toll road, and feels that tolls on existing interstates are a double tax.

"Act 44 has been a dice roll from the beginning. The Governor knew this, the Legislature knew this, and the Turnpike Commission knew this. All were complacent, as they sat back and allowed the Turnpike to borrow and spend almost $2 billion since July 2007, without any guarantee of repayment.

"After an initial review of the financial analysis, it expressly states that 1-80 traffic patterns have uncertainty to them once tolls are placed on the Interstate. Any diversion, which is not addressed in this application, will have an effect on revenues and will jeopardize future highway and bridge funding," said Thompson.

Act 44 actually doubles the scope and size of the Pennsylvania Turnpike Commission. Thompson notes "This is the same Turnpike Commission that has been the backdrop for several scandals and a slew of indictments. Act 44 is a cover-up of years of mismanagement of taxpayer funds and the perpetuation of an antiquated and corrupt Turnpike Commission.

"This is not fair to the taxpayers in Pennsylvania - not just along the I-80 corridor, but in the Commonwealth as a whole," said Thompson. "This is about good government, not politics as usual in Harrisburg, the taxpayers in Pennsylvania deserve better. I have been in close contact with the Federal Highway Administration and plan to meet with them to voice my opposition. I look forward to working with my colleagues here in the House, who recognize the multiple flaws in this plan and remain committed to keeping I-80 toll free."

Pennsylvania has the highest state imposed diesel fuel tax nationally at 38 cents per gallon and the second highest state imposed gasoline tax at 31 cents per gallon. For every $1.00 in fuels taxes sent to Washington, Pennsylvania receives $1.15 back.

H.R. 3326 Passes the House by Overwhelming Margin – Could Mean Jobs for PA

Washington, D.C. – The Department of Defense Appropriations Act 2010 passed the House of Representatives 300-40 on July 30, 2009.

Should this bill pass the Senate, and be signed into law by the President, several communities in Pennsylvania’s 5th District will benefit, thanks to the hard working efforts of Congressman Glenn ‘GT’ Thompson, R-Howard.

Congressman Thompson is hopeful that job creation and positive economic conditions will result.

Thompson included $2 million in Research, Test, Development and Evaluation funds for the domestic production of nanodiamond by NanoBlox of Clarion. NanoBlox estimates this will create 10 new jobs.

Current sources of the nanodiamond material are available in China and Russia. “These funds will allow the United States to continue to be an independent producer of the nanodiamond material. We cannot be dependent upon the goodwill of other nations when it comes to materials for military applications; the military will be well served by creating a domestic source of this strategic and tactical material”, said Thompson.

Nanodiamond is a diamond material that originates from a detonation. “NanoBlox of Clarion will be a great addition to the local economy and will help attract other technology related businesses to the County,” Commissioner Donna Hartle said.

Another city in the 5th Congressional District to benefit from the passing of HR 3326 is Bellefonte. Thompson announced that $500,000 in Research, Test, Development and Evaluation funds for Piezo Resonance Innovations, Inc. (PRII), to further develop a battlefield ready feeding tube cleaning device.

Currently, PRII is using a National Science Foundation Grant. “These funds will allow further development of a practical application to help save the lives of our injured soldiers”, said Thompson, a former rehabilitation therapist.

PRII will work in conjunction with Penn State School of Nursing Experts and the US Army Medical Department (AMEDD).

“The US Military will be well served with the development of this device and I am glad a local firm will be on the forefront of this cutting-edge technology. I applaud the team at Piezo Resonance Innovations for their dedication to advancing medicine and as a father of a wounded soldier, I know these funds will be put to good use” said Thompson.

This technology is important to our military because injured soldiers are started on feeding tubes to keep nutrients in the body. In field units, tube clogging is a problem, and during air transport, changes in air pressure create additional strains on the injured soldier.

A feeding tube cleaner will decrease medical issues including infection, punctured lungs and possibly death.

Additionally, H.R. 3326 includes $2 million for KCF Technologies of State College to further develop and commercialize self-powered prosthetic limb technology.

The invention of computer controlled knee joints has dramatically improved lower limb prosthetic technology. A major downfall of these prostheses is the limited battery life. This funding will allow KCF to develop an energy harvesting device that will automatically recharge the batteries during normal walking and running activity.

Production will take place at KCF Technologies and will be directed by the Army. Penn State’s Biomechanics Laboratory, along with Otto Bock, a world leader in prosthetic technologies, are also partnering in this effort.

“These are the types of partnerships that can spur great economic development. The fact that the research, development and subsequent production will be done right here at home is frankly what we need a lot more of during these tough economic times”, said Thompson.

Dear Friend:

Would you believe me if I told you our nation’s most important laws are created by a handful of elite liberal politicians and most Members of Congress never read them before voting?

It’s true: legislation is often produced in secret by a handful of liberal leaders and handed to Congress without anything close to enough time to read it in full.

I will never vote to pass a new law without reading it first. If liberal leaders insist on producing 900 page bills in secret and give us less than a day to read it before we have to vote, I will vote NO every time.

The so-called Cap and Trade legislation is a good example of this drive-through legislative process. In the middle of the night, liberal leaders presented Congress with an enormous bill we had no time to read in full, but even a cursory skim showed they were advocating massive tax increases that would raise energy prices by as much as 30 percent on families and small businesses. Their plan would have cost Pennsylvanians as many as 66,000 jobs when we already are in the worst recession in a generation.

I’ve done more than oppose Cap and Trade; I’ve offered a solution – an “all of the above” energy plan I introduced with colleagues in June. This plan gives incentives for renewable and alternative energy sources and builds 100 new nuclear reactors in the next twenty years. It encourages exploration and development of offshore oil and natural gas resources and puts some of the federal revenues from those resources to help develop and use new, clean energy technologies.

The current situation cannot stand – we need a comprehensive energy solution, and one that protects jobs while lowering the prices of gasoline, home heating oil, and natural gas for families, farmers, and small businesses.

An even bigger issue is one I am very familiar with – health care reform. As a recreational and physical therapist for 28 years, I am well-acquainted with the challenges our families and health care providers face and am committed to finding a solution where everybody wins.

Currently, elite liberal leaders have presented a plan that creates a government-run health care system that could lead to tens of millions of Americans losing their coverage, rations care (especially for senior citizens), taxes individuals and small businesses at a punitive rate, and will add hundreds of billions of dollars to our enormous national debt.

The liberal plan does not meet the criteria I have set for health-care reform including better access, better quality, patient-centered care, and choice. I will vote against it in September.

I support a plan that increases access to insurance and health care for small businesses and families, implements comprehensive medical liability reform, provides government with additional authority and resources to stop waste and abuse (when they are not causing it), reduces the number of uninsured Americans by at least ten million, and most important, expands choice and quality of care.

Even though I am only in my first year in Congress, I believe my efforts have had the effect of changing the debate on these two issues. Pennsylvanians want change, but they want the kind of change that leads to jobs, energy security, and family security, not debt and bureaucracy.

I will continue to fight for those changes, and, I assure you, I will read every proposed law before I vote to pass it.

Before long, the next election will be upon us. Already, I have seen signs special-interest groups who support the kind of elitist legislation I described above are working to defeat me. The only people on my side are families and small business owners like you.

Thompson’s Bill Passes the House

Washington, D.C. – H.R. 2352, The Job Creation through Entrepreneurship Act of 2009 bill passed the House of Representatives on May 20, 2009.

U.S. Representative Glenn “GT” Thompson, R-Howard, is happy to announce that his bill, H.R. 1807, The Educating Entrepreneurs through Today’s Technology Act of 2009, also passed as a part of H.R. 2352.

Thompson’s bill will allow third-party vendors to distribute and conduct distance learning that uses the resources of the Small Business Administration and the 63 Small Business Development Centers throughout the country. Third-parties will be able to provide high quality tele-distance training through a competitive grants process that would be administered by the Small Business Administration.

Thompson explained that a void was created when Gov. Rendell stopped funding in the state budget for the Community Education Councils.

“As a freshman in Congress, it is gratifying to have my bill included in a larger bill and to see it passed on the floor of the House”, stated Thompson. The Senate will also need to pass this bill along until it reaches President Obama’s desk.

“If someone in a rural community can utilize a local center to learn about the financial, tax, insurance and legal issues involved in running their own business, then this bill will have done it’s job,” stated Thompson.

Cap and Trade Bill Passes in the House

June 26, 2009

Washington, D.C. – The “American Clean Energy and Security Act”, H.R. 2454, passed by a close vote of 219 to 212, despite Congressman Glenn “GT” Thompson, R-Howard, voting a resounding “No”. Forty-four democrats also opposed the bill.

Thompson has campaigned against this bill, stating “This bill may be the largest tax increase in American history and it disproportionately punishes rural America and the poor who will not be able to afford the jump in gasoline prices, fuel oil, natural gas and all the items made from those products. Fertilizer, for example, is produced using natural gas. Costs for agricultural products will rise and jobs will be lost,” says Thompson. “But don’t just take my words, President Barack Obama, while still a candidate, said that under his cap and trade utility plan utility rates would ‘necessarily skyrocket,’ and that those costs would be passed along to consumers.”

The Pennsylvania Public Utility Commission warned in a letter and Thompson has quoted many times, “if the Waxman-Markey bill were to pass, Pennsylvania is looking at a bleak scenario by 2020: a net loss of as many as 66,000 jobs, a sizeable hike in the electric bills of residential customers, an increase in natural gas prices, and significant downward pressure on our gross state product.”

Thompson admits that the bill comes with a funding section to help Americans who lose their jobs, when, and if, this bill becomes law.

US Congressman Glenn “GT” Thompson Opposes Cap and Trade

Washington, DC – Republican Congressman Glenn “GT” Thompson and many colleagues met in early May in a public summit to oppose the national energy tax, called Cap and Trade.

The House Representative Conference Chairman, Mike Pence (R-ION) will chair the House GOP American Energy Solutions Group, of which GT is a member. Thompson and many other Republicans are working on crafting solutions to lower energy costs for American families and small businesses.

“The truth behind the cap and tax plan is that it will lead to more taxes, fewer jobs, and more government intrusion. It won’t just raise the price of gas at the pumps and increase our home heating and cooling bills – but it will increase the cost of every product and service on which we rely,” stated Thompson.

“In this country, the President’s energy plan is a $646 billion tax that will hit almost every American family, small business and family farm. This makes no sense considering the current economic crisis in which we find ourselves,” explained Thompson.

The Republican American Energy Solutions Group will be holding a series of summits throughout the country, including one on May 26 in Pittsburgh, PA.
